3、投標人資格要求
投標人應具備的資格或業(yè)績:（1）投標人是響應招標、已在招標機構(gòu)處領(lǐng)購招標文件并參加投標競爭的法人或其他組織。任何未在招標機構(gòu)處領(lǐng)購招標文件的法人均不得參加投標。

（5）單位負責人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標項目包投標，共同組成聯(lián)合體投標的除外。

（7）投標人應當于招標文件載明的投標截止時間前在中國國際招標網(wǎng)（網(wǎng)址：http://www.chinabidding.com）成功注冊。否則投標人將不能進入招標程序，由此產(chǎn)生的后果由其自行承擔。

TheBiddershallbeprofessionalequipmentmanufacturer.“ManufacturerQualificationStatement”shallbeprovided(theformatisasperIV-9-2inChapterIVofVolumeI).CopiesofbusinesslicensesshallbesubmittedbybiddersinChinaandcopiesofregistrationcertificatesshallbesubmittedbybiddersabroad.（sealingwithcompanystampfordomesticbidders,whileonlysigningforbiddersabroad）
（9）投標人自2014年1月1日至今，至少有國內(nèi)糊樹脂閥口袋包裝機2個有效業(yè)績合同，每個有效業(yè)績合同至少包含1臺能力達到300袋/h（20kg/袋）的閥口袋包裝機。
ThebiddermusthavetheexperienceofatleasttwovalidcontractforValvePocketPackagingMachineinpasteresinplantinChinasinceJanuary1,2014,andeachvalidcontractincludesatleastonePackagingandpalletizingequipmentwithacapacityof300bags/h(20kg/bag)ormore.
有效業(yè)績的認定條件為：Thesuccessfulexperienceshallbeidentifiedupon:
提供投標人業(yè)績清單（格式見第六章附表1），并附合同等證明材料。證明材料須加蓋投標人公章（如為國外投標人只需被授權(quán)人簽字）。業(yè)績清單包括用戶名稱、購置時間、設(shè)備型號、設(shè)計產(chǎn)能、應用產(chǎn)品等信息，合同掃描件須體現(xiàn)合同蓋章頁、采購數(shù)量、單臺能力、合同簽訂日期、糊樹脂閥口袋包裝機等信息，日期以合同簽訂日期為準。
Theexperienceslist(theformatasperAttachedTable1ofSectionSixfortheformatofperformancelist),togetherwiththecertifyingandsupportingdocuments,suchascopyofcontract.Thesupportingdocumentsshallbestampedwiththeofficialsealofthebidder,whilethesignatureofauthorizedpersonisacceptablefortheforeignbidder.Theexperienceslistshallincludetheusername,purchasetime,equipmentmodel,designcapacity,appliedproducts,etc.Thescanedcopyofcontractshallincludesealpage,procurementquantity,unitcapacity,contractsigningdate,Pasteresinvalvepocketpackagingmachine,etc.Theeffectiveexperiencerecognitiondateshallbebasedonthecontractsigningdate.
（10）投標人須提供承諾書，承諾書中需明示：其提供的投標材料真實有效，如在由招標人組織的考察活動中發(fā)現(xiàn)投標材料與實際情況不符，自愿接受招標人提出的整改條件，同意其投標被否決，或其簽約后的合同被廢除等情況。

（11）投標人具有良好的銀行資信，企業(yè)財務(wù)狀況良好，具備履約能力，無不良經(jīng)營行為。投標人須提供投標人開立基本賬戶的銀行所開具的有效期內(nèi)的銀行資信證明、經(jīng)會計師事務(wù)所審計的2023年度財務(wù)審計報告復印件。投標人為中華人民共和國以內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），復印件需加蓋公章的；國外的（含港澳臺地區(qū)，下同）只需被授權(quán)人簽字。
TheBiddershallhavegoodbankcredit,goodfinancialstatus,abilitytoperformcontracts,andnobadbusinesspractices.BiddersshallprovidetheoriginalCreditCertificatesissuedbythebankwherehisbasicaccountisopen,andthecopyofAnnualAuditReportof2023withitscompanysealingfordomesticbidders(excludingHongKong,MacaoandTaiwan,thesamebelow),whileonlysigningforbiddersabroad(includingHongKong,MacaoandTaiwan,thesamebelow).
（12）投標的投標代表須提供法定代表人授權(quán)書（格式見招標文件第一冊第四章，格式IV-8）、法定代表人身份證明書及被授權(quán)人的身份證明（身份證）；如負責本次投標的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。
PowerofAttorneyoflegalrepresentative(theformatisasperSection4FormIV-8,ITBVolumeOne),CertificateIdentityoflegalrepresentativeandtheIdentificationCardoftheauthorizedrepresentativeshallbeprovided;iftheauthorizedrepresentativeforthebidisthecompany’slegalrepresentative,thequalifiedcompany’slegalrepresentativecertificatedandhisIdentificationCardshallbeprovided.
