受中國郵政航空有限責(zé)任公司（以下簡稱“招標人”）委托，就“中國郵政航空有限責(zé)任公司列日空勤機組酒店服務(wù)(招標編號：CECOM-2024-BD02-0044) ”項下的貨物及服務(wù)進行公開招標?，F(xiàn)邀請合格的投標人前來投標。

4.服務(wù)有效期自合同簽訂之日起1年。
 Contract duration: One year from the effective date of Agreement.

四、 投標人資格條件Qualifications for bidders：
（一）投標人必須是當(dāng)?shù)刈缘墓?，具備?dāng)?shù)卣姓J合法有效的資質(zhì)文件；（適用于包1和包2）;
Bidders shall be registered in local government and with valid license; (applicable to packages 1 and 2);
（二）被中國郵政集團有限公司、中國郵政速遞物流股份有限公司及中國郵政航空有限責(zé)任公司列入黑名單且在有效期內(nèi)的投標人，均無資格參加本項目的采購活動；（適用于包1和包2）;

（三）與郵政無投資關(guān)系且存在以下情況的，不得參加采購活動：郵政領(lǐng)導(dǎo)人員及其親屬和其他特定關(guān)系人、郵政員工持股（限非上市公司），以個人身份（組織委派的除外）擔(dān)任法人、董事長、總經(jīng)理、監(jiān)事的企業(yè)，以及郵政所屬工會或員工集體出資成立的企業(yè)；（適用于包1和包2）;
Those that have no investment relationship with the postal service and are in the following situations shall not participate in procurement activities: postal leaders, their relatives and other persons with specific relationships, postal employees holding shares (limited to non-listed companies), enterprises acting as legal persons, chairpersons, general managers and supervisors in their personal capacity (except for those appointed by the organization), as well as enterprises set up by trade unions belonging to the postal service or by the collective funding of employees; (applicable to packages 1 and 2);
（四）投標人必須按照本招標的要求獲取本招標文件，否則無資格參加本項目。（適用于包1和包2）;
Bidders must obtain the bidding documents for this project in accordance with the requirements of the tender notice for this project, otherwise they are not eligible to participate in the project. (Applicable to packages 1 and 2);
（五）投標人距離當(dāng)?shù)豅iège Airport國際機場候機樓車程時間在30分鐘（含）以內(nèi)；（僅適用于包1）;
The distance between the bidder and Liège Airport must be within 30 minutes (inclusive) by driving; (applicable to package 1 only);
（六）投標人須配備餐廳，能提供早、午、晚餐堂食服務(wù)；（僅適用于包1）;
The bidder shall be equipped with a restaurant, which can provide breakfast, lunch and dinner services; (applicable to package 1 only);
（七）投標人須提供所在地Liège Airport國際機場候機樓至酒店之間的往返交通服務(wù)。（僅適用于包2）
The bidder shall be responsible for the transportation service back and forth the terminal building ofLiège Airport and hotel. (applicable to package 2 only)
注：投標人須按投標人資格條件逐條提供相應(yīng)證明材料。
Note: Bidders are required to provide appropriate supporting documents according to the bidder's qualification conditions, article by article.
五、 投標人報名 Bidders Registration：
（一）報名時間：2024年1月9日至2024年1月15日,每天北京時間9:00-11:30，13:30-16:30（國家法定節(jié)假日除外），向采購人發(fā)送報名資料，逾期送達的報名資料恕不接受。
Application Period: Registration must be submitted from January 9, 2024 to January 15, 2024. 9:00-11:30, 13:30-16:30 Beijing time every day (except national holidays).
六、開標時間及開標地點Bid opening time and place：
（一）開標時間Opening time：2023年1月25日  January 25, 2024
（二）開標地點北京市
