(2)Ifthebidderistheagentorheaderofthebiddingproduct,itshallprovidetheoriginalletterofauthorizationissuedbythemanufactureroftheequipmentforthesoleagentofthisbiddingproject;(ifdifferentagentsofthesamebrandparticipateinthebidding,incaseofprovidingtheletterofdistributionauthorizationissuedbythemanufacturerandtheletterofauthorizationissuedbythemanufacturerforthisproject,thevalidletterofauthorizationissuedbythemanufacturerforthisprojectshallprevail);
（3）投標(biāo)人須提供開銀行在開標(biāo)日前三個(gè)月內(nèi)開具的資信證明復(fù)印件或原件；

(4)Ifthebiddingdocumentsaresignedbytheauthorizedrepresentativeauthorizedbythepersonincharge,itisrequiredtoprovidetheLetterofAuthorizationofthePersoninCharge,inwhichthewrittensignatureorcorporatesealofthepersoninchargeoftheunitmustbeprovided.(Incaseofspecialauthorizationforthisproject,itmustbeoriginal,andcolorprintorphotocopyisnotacceptable.Incaseofnon-specialauthorization,thephotocopywithvalidityperiodcanbeprovided,andtheoriginalcopycanbeprovidedforfuturereference).Theletterofauthorizationisnotrequiredifthebiddingdocumentsaresigneddirectlybythepersonincharge.

(1)ThebidderisanindependentlegalpersonregisteredinthePeople’sRepublicofChina(excludingHongKong,MacaoandTaiwan(hereinafterreferredtoas“China”)andhascorrespondingbusinessscope;(thisArticleshallnotbemodifiedexceptfortheextremelyspecialcaseswheretheprospectivebiddermaybeanoverseasorganizationsuchasoverseasoriginofpurchasedgoods/servicesoftheproject)thebiddershallprovidevaliddocumentsprovinglegaloperationsuchasbusinesslicense,organizationcodecertificate,taxregistrationcertificate(orthree-in-onebusinesslicense),basicaccountinformation(basicaccountopeninglicense,etc.).
（2）具有良好的商業(yè)信譽(yù)和健全的財(cái)務(wù)會(huì)計(jì)制度，提供近三年的，但不僅限于資產(chǎn)負(fù)債表和利潤(rùn)表等財(cái)務(wù)證明文件；近三年是指：前3年內(nèi)（從2019年1月1日起至今）；
(2)Havinggoodbusinessreputationandsoundfinancialaccountingsystem,thebiddershallprovidefinancialsupportingdocumentssuchasbalancesheetandprofitstatementforthelastthreeyears;thelastthreeyearsreferto:Withinthefirst3years(fromJanuary1,2019topresent)
（3）具有履行合同所必需的專業(yè)技術(shù)能力，可以提供相應(yīng)聲明、承諾材料；
(3)PossessingtheprofessionalandtechnicalcapabilitynecessaryfortheperformanceoftheContract,andthebiddershallprovidecorrespondingstatementandcommitmentmaterials;
（4）具有依法繳納稅收和社會(huì)保障資金的良好記錄；提供至少近三個(gè)月近期的繳納稅收和社會(huì)保障資金繳費(fèi)成功的記錄或憑證（如電子繳款憑證）等；
(4)Havinggoodrecordsofpayingtaxandsocialsecurityfundsaccordingtolaw,thebiddershallproviderecordsorcertificates(suchaselectronicpaymentvouchers)ofsuccessfulpaymentoftaxandsocialsecurityfundsinrecentthreemonthsatleast;
（5）參加本次招標(biāo)活動(dòng)前3年內(nèi)（（從2019年1月1日起至今），在經(jīng)營(yíng)活動(dòng)中沒有重大違法記錄，無利用不正當(dāng)競(jìng)爭(zhēng)手段騙取中標(biāo)，無重大經(jīng)濟(jì)刑事案件；提供相應(yīng)聲明、承諾材料；
(5)Within3yearspriortoparticipatinginthisbiddingactivity(fromJanuary1,2019topresent),thereisnomaterialillegalrecordinbusinessactivities,nowinningbidbyunfaircompetitionmeans,nomajoreconomiccriminalcase;thebiddershallprovidecorrespondingstatementandcommitmentmaterials;
（6）投標(biāo)人及其法定代表人、主要負(fù)責(zé)人或?qū)嶋H控制人參加招標(biāo)活動(dòng)前3年內(nèi)（從2019年1月1日起至今）,不得有行賄犯罪行為記錄；

（7）未被列入中國(guó)煙草總公司及上海煙草集團(tuán)有限責(zé)任公司存在行賄行為供應(yīng)商名單禁入期限內(nèi)的供應(yīng)商；
（7）SuppliersthatarenotincludedinthelistofsupplierswithbriberypracticesofChinaNationalTobaccoCorporationandShanghaiTobaccoGroupCo.,Ltd.withintheprohibitedperiod;
（8）在勞動(dòng)保護(hù)、節(jié)能減排與生態(tài)環(huán)境保護(hù)方面符合國(guó)家規(guī)定要求，提供相應(yīng)聲明、承諾材料；
(8)Intermsoflaborprotection,energysavingandemissionreductionandecologicalenvironmentprotection,thebiddermetthenationalregulationsshallprovidecorrespondingstatementandcommitmentmaterials;
（9）法定代表人不能參加采購(gòu)活動(dòng)時(shí)，可委托他人參加，但需提供授權(quán)委托書；
(9)Ifthelegalrepresentativeisunabletoparticipateintheprocurementactivities,he/shemayentrustotherstoparticipate,butthepowerofattorneyshallbeprovided;
（10）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段或者未劃分標(biāo)段的同一招標(biāo)項(xiàng)目投標(biāo)；
(10)Thepersoninchargeshallnotparticipateinthebiddingofthesamebiddingprojectwiththesamelotorundividedlotifthepersoninchargeisthesamepersonoradifferentunitwithholdingandmanagementrelationship;
（11）法律、行政法規(guī)規(guī)定的其他條件；

（12）本項(xiàng)目不得轉(zhuǎn)包和分包；

（13）本項(xiàng)目不接受聯(lián)合體投標(biāo)。

（14）投標(biāo)人若為所投產(chǎn)品代理商或經(jīng)銷商的，應(yīng)提供該設(shè)備的制造商出具的本次招標(biāo)項(xiàng)目唯一代理的授權(quán)函原件；（若同品牌不同代理商都參與投標(biāo)，出現(xiàn)提供制造商出具經(jīng)銷授權(quán)函和制造商出具的針對(duì)本項(xiàng)目的授權(quán)函兩種情況的，以提供制造商出具的針對(duì)本項(xiàng)目的授權(quán)函為準(zhǔn)）
（15）投標(biāo)人須提供開銀行在開標(biāo)日前三個(gè)月內(nèi)開具的資信證明復(fù)印件或原件；
3.有意向的合格投標(biāo)人可得到進(jìn)一步的信息和查閱招標(biāo)文件。
4.有意向的合格投標(biāo)人可從2022年3月4日至2022年3月14日起，每天（節(jié)假日除外）9:00時(shí)至16:00時(shí)（北京時(shí)間）購(gòu)買招標(biāo)文件，本招標(biāo)文件每本售價(jià)為人民幣500元或美金80元（國(guó)內(nèi)郵購(gòu)另加郵資人民幣60元，國(guó)外郵購(gòu)另加郵資美金50元），售后不退。
